Can a Unit decide not to fire?
Yes, you can decide so.
Can a disordered Unit fire?
Yes, but with a penalty ( a -1 modifier).
Can a Unit move and fire?
Yes, but with a penalty ( a -2 modifier).
Can a Unit fire first and move after?
Yes, but always with the usual penalty. If you don't apply this penalty you cannot move after firing.
Also you are not forced to move and you can decide to do so or not after shooting.
Can a group fire?
No, you can fire with a just a Unit per time. Anyway concentrating fire is useful as you have more chance to destroy a disordered or worn (eg has taken losses) Unit.
Can a Unit choose the target?
Yes, but the firing Unit must respect the Firing Limitations (Firing Arc, Visibily, Distance) and Firing Priorities. See paragraph 6.3.
